Of these they accepted only 12, including one from J. Lyons and Co. They created a three-tiered cake, mounted on a silver stand, made by F E Jacobs, chief decorator of J Lyons' Ornamental Department. == Background == In 1992, the United States began to suspect that SmithKline Beecham Clinical Laboratories and several other medical laboratories in the United States had adopted a scheme that allowed them to bill the federal government for unauthorized and unnecessary laboratory tests. The laboratories had "bundled" a standard grouping of blood tests with some additional tests and had then marketed this grouping to doctors by leading them to believe that the additional tests would not increase costs to Medicare and other government-sponsored health programs. After the ordering of tests, the laboratories "unbundled" the additional tests from the standard grouping for purposes of billing. In many cases, treating physicians had made no determination that the additional tests were medically necessary for the diagnosis or treatment of patients; rather the physicians had preferred to order the tests solely because they were sold as a package with other tests that they had deemed necessary. As a result, the laboratories submitted bills-and received payment-for tests that were medically unnecessary. The scheme later became popular as automated chemistry and attracted national attention in December 1992 when one of the contractors that had engaged in the practice, National Health Laboratories, settled a lawsuit brought under the False Claims Act for $111 million. Due to these allegations public started taking interest because the media reported that the government had issued comprehensive subpoenas to GlaxoSmithKline and other laboratories.

Todd Lynn Helton (born August 20, 1973) is an American former professional baseball first baseman who played his entire 17-year Major League Baseball (MLB) career for the Colorado Rockies. A five-time All-Star, four-time Silver Slugger, and three-time Gold Glove Award winner, Helton holds the Rockies' club records for hits (2,519), home runs (369), doubles (592), walks (1,335), runs scored (1,401), runs batted in (RBIs, with 1,406), games played (2,247), and total bases (4,292), among others. Helton grew up in Tennessee and played college baseball and football for the Tennessee Volunteers. The Rockies drafted him in the first round of the 1995 MLB draft, and he debuted in the majors in 1997. During his peak from 1999 to 2004, Helton met or topped these benchmarks each season: .320 batting average, 39 doubles, 30 home runs, 107 runs scored, 96 RBI, .577 slugging percentage and .981 on-base plus slugging. In 2000, he won the batting title with a .372 average and also led MLB with a .698 slugging percentage, 59 doubles, and 147 RBI and the National League (NL) with 216 hits. Helton helped the Rockies win the NL pennant in 2007 before being swept in the World Series. He collected his 2,000th career hit in May 19, 2009 and his 2,500th on September 1, 2013. Since this went too far for the Centre's national leadership, the negotiations were transferred to the national level, where Heinrich Brüning conferred with Gregor Strasser. During that period the anti-Nazi polemics ceased in order not to disturb the negotiations. Since the NSDAP was the larger party, the Centre was willing to accept a Nazi as Chancellor, provided he could gain the trust of the President, which at that time seemed quite a difficult task. The negotiations were bound for failure, since the aims of the two groups were largely incompatible. The Centre argued that the vote of July had "called Hitler not to dictatorship but to responsibility, to getting in line with law and constitution". They hoped to "build a strong government without touching the substance of the constitution", to create "clear responsibilities" and to "preclude anti-constitutional experiments". The Centre advocated a return to Brüning's "authoritarian democracy", which they considered up to the times and tested by experience, against Papen's "omnipotent state and independent leadership", while the Nazis would only accept a coalition that would serve their purpose of achieving total dominance. Not expecting a successful conclusion, Hitler used the Centre negotiations in order to put pressure on the Papen administration. The negotiations were also met with criticism from within the Centre Party. Some rejected them as "currying favour with the National Socialists" and giving credence to Hitler's strategy of legality.
