== Investigation == It was found that the only nurse who had cared for all five of the patients and had been there within 2 hours of them becoming catastrophically ill was Norris. Norris had been one of the few who was on duty at the time of Hall's deterioration in health. Police analysed medical staff rotas, phone records and personnel files to determine who had access to the wards, insulin and who was on the wards at the time of that incident, and it was found that all staff members except Norris could be ruled out as it was only Norris who was on duty when all the incidents occurred. He was also the only staff member who worked on both the wards where the incidents occurred. Norris admitted predicting the time of Hall's death to his colleague but said it was because he had a "black sense of humour". Investigators ordered the exhumation of the body of Bridget Bourke, which, significantly, revealed that she had been given large amounts of insulin. The other two patients who had died had their bodies cremated, so could not be tested. Norris was suspended from his job (on full pay) while the police investigation was carried out. After he was first arrested, Norris immediately left Leeds and went back to Scotland, before then leaving the UK eight times to go abroad, including to Tenerife for a six-month holiday. After his conviction his partner recounted an incident around this time when Norris became violent and drunk, and wouldn't stop crying because he said he was scared of going to prison.

On 7 August, the Trump administration doubled an existing $50 million reward for information leading to the arrest of Maduro on the 2020 Justice Department charges. UN analysis of global drug trafficking contradicts the broader Trump administration claims around narco-trafficking through Venezuela, as it shows that the majority of drugs trafficked to the United States are not produced in Venezuela or smuggled through the Caribbean. Drugs are instead typically produced in Colombia or Peru and transported along the Pacific coast. The United Nations Office on Drugs and Crime has not identified Venezuela as a cocaine-producing country. Independent analysts have found evidence of drug trafficking in Venezuela, including in its armed forces, and CNN states that "the reality is more complex" in regards to the US government's claims about Maduro's involvement: "while Caracas claims to be waging war on drugs, there is also evidence of direct involvement in drug trafficking from the highest levels of government." According to Insight Crime, a more accurate description is a "system of corruption wherein military and political officials profit" by using "their positions to protect traffickers from arrest and ensure that shipments pass through a territory", in which "Maduro and other high-ranking officials permit this kind of corruption to ensure the loyalty of lower ranks".

=== Autumn 2007: Deaths across north Texas === The spread of the drug to the outlying suburbs of Dallas was confirmed in September by the return of toxicology reports from the July 13 death of an 18-year-old student from McKinney, located northeast of Dallas in Collin County, and from two July deaths in nearby Tarrant County, one involving a 17-year-old male and the other, a 26-year-old male. Additional suburban deaths in September — in Irving to the west and Rockwall to the east — were believed to be linked to cheese heroin, though police cautioned toxicology reports would not likely be complete until November. The Tarrant County medical examiner's office announced on September 24 that a review of deaths in Tarrant County (west) and Denton County (north) showed an additional 15 deaths between 2004 and 2007 that appeared to be linked to "cheese," and Collin and Rockwall counties had reported one death each. These new figures brought the total number of deaths associated with cheese heroin in northern Texas to 40, a figure that included many older adults along with those age 18 and under.

The pharmaceutical company Rexar reformulated their weight loss drug Obetrol following its mandatory withdrawal from the market in 1973, under the Kefauver Harris Amendment to the Federal Food, Drug, and Cosmetic Act due to the results of the Drug Efficacy Study Implementation (DESI) program (which indicated a lack of efficacy). The new formulation simply replaced the two methamphetamine components with dextroamphetamine and amphetamine components of the same weight (the other two original dextroamphetamine and amphetamine components were preserved), preserved the Obetrol branding, and despite it lacking FDA approval, it still made it onto the market and was marketed and sold by Rexar for many years. In 1994, Richwood Pharmaceuticals acquired Rexar and began promoting Obetrol as a treatment for ADHD (and later narcolepsy as well), now marketed under the brand name of Adderall, a contraction of the phrase "A.D.D. for All" intended to convey that "it was meant to be kind of an inclusive thing" for marketing purposes. The FDA cited the company for numerous significant CGMP violations related to Obetrol discovered during routine inspections following the acquisition (including issuing a formal warning letter for the violations), then later issued a second formal warning letter to Richwood Pharmaceuticals specifically due to violations of "the new drug and misbranding provisions of the FD&C Act".
